THE LAST REASONABLE TIME to take serious action to save the Earth was probably about 2000. Carbon dioxide had been 285 ppm prior to the industrial age.

CARBON DIOXIDE HAD REACHED THE TIPPING POINT of 350 ppm in 1988.

IT IS NOW 408 PPM AND THERE ARE REALLY NO OPTIONS LEFT.

A miracle that would replace the entire Republician Congress immediately, a new president brilliant in every dimension and a complete overhaul of the United Nations to give a Global Climate Authority essentially dictorial powers over everybody and everything.

1. THE UN SECURITY COUNCIL SHALL APPOINT A COMMISSION with virtually dictatorial powers and total independence. The commission shall report solely to a select committe trained in science plus experts in any field appropriate from academia, the public sector and industry.

2. THE FIRST RESPONSIBILITY OF THE UNITED NATIONS COMMISSION shall be to set targets for all emitters of greenhouse gases. It shall have enforcement powers.

3. THE SECOND RESPONSIBILITY OF THE UNITED NATIONS COMMISSION shall be to establish a research and development organization with sufficient funding to develop a practical system of negative emissions on the shortest possible time scale.

It shall be free from all interference. Its responsibilities shall include planning and oversite of the organization responsible for the implementation of the negative emissions system. It shall be the goal of the commission to coordinate with research organizations in other countries.

4. THE EUROPEAN UNION, CHINA AND THE UNITED STATES SHALL APPOINT A COMMISSION with virtually dictatorial powers to set targets for every nation's emissions. The commission shall have the power to impose sanctions of any kind necesssary against any nation if targets are not met.
